Each University unit, including each campus, college, division, department, and office assumes responsibilities for Emergency Response and Continuity of Operations Plans that integrate into WSU’s Emergency Operations Plan (EOP). The EOP adheres to 5 key elements of the emergency management cycle, including:

• Prevention: Efforts to eliminate or reduce the risk of emergencies.
• Protection: Implementing operational coordination, public information/warning systems, and security before an emergent event.
• Mitigation: Actions taken before and during an incident to lessen the consequences.
• Response: Immediate actions during an emergency to protect lives, property, and the environment.
• Recovery: Short-term efforts to restore critical functions and long-term plans to return to normal operations.

Personnel responsible for unit emergency response and COOP should familiarize themselves with WSU’s EOP and WSU’s Response Organization. WSU Emergency Management asks that units download the COOP planning guidance and identify their respective critical functions and COOP core team members. Based upon the critical functions identified, Emergency Management will coordinate with WSU Emergency Support Functions (ESFs) for planning purposes. COOP core team contacts must be updated as unit personnel or assignments change. The following link identifies ESFs and their contact information for the WSU Pullman campus as well as many WSU System ESFs. Emergency Management is working with statewide campuses and research extension centers to identify campus and extension specific ESFs which will also link to this page.
